[Brief Report] “Fast” Solutions to Meeting Power Demand

This report discusses ‘fast’ solutions to rising power demand, measures that can ease the load on the grid on short timelines, by reducing exposure to the complex permitting process faced by traditional infrastructure projects. Fast solutions form the bridge between meeting today's power needs until tomorrow’s infrastructure build-out nears completion. Once embedded in planning and operations, they have largely outlasted changes in federal administrations. States, utilities, RTOs, and FERC have continued to advance these near-term solutions regardless of federal-level politics, as they improve transmission management and alleviate the growing burden on the power grid. They enable utilities to respond flexibly to extreme-weather emergencies, facilitate deployment of preexisting assets, and mitigate demand using a diverse portfolio of resources. The report will examine the conditions that led to their initial commercial success, how they were operationalized during the Biden and second Trump administrations, and the reasons for their continued support in 2026.
